The actual schedules will come online on April 2nd, 2012. They will be available for free on the Internet from the National Archives site. To find a person before a name index is produced (an estimated time of 4 to 6 months after the census becomes public), you will need the location of your target. The location must be converted into an Enumeration District number.



That can be done by the use of my databases on the stevemorse.org website (the "One Step" site..... in the census folder section.
Lots of places, but you'll have to wait until 2012, for privacy concerns. Someone better-informed than I may know the exact date. They keep them private for 72 years. You can expect big announcements all over the (genealogical) world when it comes out.
The 1940 Census has not been released as yet and will not be available for a couple years. The Census will not be indexed when it is released and it will take non-profit agencies a couple years to complete an index/
