-So many confusing answers, some of them wrong.
This is how second cousins work:
Children of siblings are first cousins because they share two grandparents
Children of first cousins are second cousins because they share four great-grandparents
Children of second cousins are third cousins because they share eight great-great-grandparents
Your parent鈥檚 first cousin is your first cousin once removed
The children of your parent鈥檚 first cousin are your second cousins
The children of your parent鈥檚 siblings [your aunts and uncles] are your first cousins
The children of your first cousins are your first cousins once removed
If you and your first cousins both have children, they will be second cousins to each other
Maybe one of the following charts will help:

As you can see you can have second cousins from more than on relationship and on both side of the family as well, so if you have a big family you probably have lots of them. Its a cousin whose mother/father is related to your family, however they are not directly related to your family.
So an aunt, uncle, grandma and grandad on your mum and dads side are first relations. Second relations come from your uncles wife and your aunties husband
Its like a tree- if your the tree, you have the branches sticking directly out of you (first relations) and some smaller ones may come off those (second relations)
The cousin is the second relations kid
It is the child of one of your parents' first cousins.
Children of siblings are first cousins.
Children of first cousins are second cousins.
Children of second cousins are third cousins.
And so on.
If your first cousin has a child, you and the child are first cousins once removed, (1C1R) not second cousins.
You and your parents' first cousins are 1C1R also.
"Siblings" is a big word we use to mean "brothers and or sisters".
I don't mean have children together, either. If your mother and father have first cousins, the children of those first cousins are your second cousins.
A SECOND COUSIN IS SOMETIMES REFERRED TO AS FIRST COUSIN ONCE REMOVED. IF YOU HAVE A FIRST COUSIN AND BOTH OF YOU HAVE CHILDREN THEY ARE 2ND COUSINS TO EACH OTHER, OR FIRST COUSINS ONCE REMOVED - ONE GENERATION REMOVED FROM FIRST COUSIN [YOU AND YOUR FIRST COUSIN] CLEAR AS MUD? I HOPE THAT IT'S FAIRLY CLEAR. RELATIONSHIPS CAN GET SOO COMPLICATED. SORRY ABOUT THE LARGE PRINT. I MAY POUR SOME SUPER GLUE DOWN THE CAPS KEY ONE DAY SOON.
Simply put: 2nd cousins are the children of first cousins. If you have a child, and your first cousin has a child, those children will be 2nd cousins to each other. Their children, in turn, will be 3rd cousins to each other.
A second Cousin sharers at least one of the same Great Grandparents
A first cousin once removed is the child of your first cousin.
This are often confused, but there are charts on line that can be downloaded and printed.
A second cousin is one of your parents cousins children. A third cousin would be your grandparents cousins grandchildren. A fourth cousin would be your great grandparents cousins great grandchildren. As you can see we humans have many cousins.
